Fife Council manages over 30,000 properties and serves 371,000 residents, a significant share of whom live in electrically heated homes, particularly in off-gas rural areas. Rising energy costs continue to strain both household budgets and council resources.
The reality facing council tenants:
- Decarbonising heat is central to Fife’s Climate Emergency commitments, but large-scale retrofits require significant capital outlay and long lead times.
- Electric heating remains one of the most expensive ways to heat a home, especially in older, less energy-efficient properties.
- Rising energy costs place additional strain on residents already at risk of fuel poverty.

Since the partnership began in 2016, the 133 participating council homes have saved 200 MWh of electricity and avoided 110 tonnes of CO₂e, with 95% of homes taking part in grid balancing events and zero recorded complaints about comfort.
